West North Avenue, once emblematic of neglect, is primed to become a bastion of community gathering, culinary delight, and economic opportunity. “It is one of our most disinvested areas in the city, and it is certainly very much in need,” shared Gary Rodwell, CEO of the Coppin Heights Community Development Corporation.

"Our deli is part of The Mill On North Food Hall, which has brought a long-awaited food concept to an area that hasn’t seen a new project in 40 years," expressed Debbie Wilson, co-owner of D&B Deli.

Joining her in this culinary endeavor is her sister, Bianca Tabbs. “We wanted to create a healthy food concept—what could be more meaningful than that?” she stated, emphasizing the commitment to provide nutritious options in a location previously classified as a food desert.

The Legacy of a Lumber Mill

The Mill On North is being crafted from an old lumber mill that stood dormant for nearly two decades. With the collaborative efforts of Neighborhood Housing Services of Baltimore and the Coppin Heights Community Development Corporation, this initiative seeks to bridge a gap that has existed for too long. "It’s important to bring assets and amenities to communities that have often been left out of those opportunities," stated Dan Ellis, CEO of Neighborhood Housing Services of Baltimore.

The revival of West Baltimore is not merely about new dining options; it’s about reclaiming a sense of community. Rodwell reminisced, “My relatives used to live on this block when community and memories thrived. Now, we’re eager to rekindle that spirit together.”

Wilson reflected on the broader impact: "Change is contagious. This is an anomaly right now, but it could very well become the new normal."

The project has faced its share of challenges, particularly with delays stemming from the pandemic. Tabbs shared, “COVID pushed everything back, from materials to permits." Yet, with resilience, they navigated through these obstacles, reinforcing a message of hope and tenacity.
