California Officials Urge USDA to Reinstate Essential Food Assistance Program
The food security of millions hangs in the balance as Governor Gavin Newsom urgently appeals to the U.S. Department of Agriculture (USDA) to reconsider its sudden termination of a vital food assistance program that has significantly benefited California families and farmers alike since its inception in 2023.
A Lifeline for Farmers and Families
In a dramatic move, the USDA’s decision to end the program threatens not only local agriculture but also the many families who rely on food banks for their daily meals. Governor Newsom condemned the USDA’s choice, characterizing it as an “irrational and malicious slashing of funds” that will have devastating effects. In a statement announcing the appeal, he remarked: “This will hurt our farmers, but also the families who need food banks.”
The Impact of Program Cuts
The program, designed to bolster community support and bolster food supply chains in the wake of the pandemic, initially began allocating grants to states and tribal governments in 2022. California has received approximately $88.5 million from the fund, which is primarily funneled through food banks to purchase produce from “local and socially disadvantaged farmers.” In fact, California was expected to receive an additional $47 million this year—until the program was unexpectedly shut down.
As Becky Silva, director of government relations for the California Association of Food Banks (CAFB), pointed out, the abrupt freeze on funds disrupted farmers at a critical planting time, leaving many uncertain about their future crops. “Farmers are constantly calling me about what’s going to happen,” relayed Ken Vang of Fresno BIPOC Produce, highlighting how many farmers had planted crops specifically for this program, which guaranteed them income.
Uncertainty Amid Food Insecurity
The elimination of this program has stirred serious concerns among the agricultural community. Mariela Buenrostro of Raul & Family Farms noted, “Not only is the lack of income devastating to our farm, it brings a massive uncertainty to the future of farming for our family.” This sentiment resonates deeply as families across California face escalating food insecurity. More than 25% of families with children in California were struggling to provide enough food in September, with that figure previously at 30% when the program began.
In a troubling parallel, the USDA’s decision coincides with cuts to the Cal Foods Program, which provides further essential aid to food banks, reducing its budget from $60 million to just $8 million this June. This overall tightening of state and federal budgets comes at a critical time when food prices continue to rise amid widespread inflation.
Rising Grocery Prices and Increased Demand
According to recent federal data, grocery prices in Los Angeles surged by 2.5% compared to the previous year, with projections indicating further increases. In March, the USDA forecasted a spike of an additional 2.7% in food prices nationwide, a statistic that does not incorporate the recent series of tariffs that could worsen this situation even further.
As Becky Silva remarked, “Food banks in California are experiencing some of the highest demand they’ve ever seen.” Many organizations, such as the Community Action Partnership of Kern County, report a staggering 150% increase in the lines at their food distribution centers.
A Call for Reinstatement
The urgency of the situation has prompted an official appeal from the California Department of Social Services, which labeled the USDA’s decision as “unlawful” and arbitrary. The Deputy Director, Alexis Fernandez Garcia, urged a reversal: “The USDA has failed to provide a reasoned explanation for the unilateral termination… suggesting its actions are arbitrary, capricious, and an abuse of discretion.”
