Teal Spellman, the Village of Bellevue’s Public Works Director, highlights the innovative approach: “This method allows us to reuse what we’ve already invested in and reinvigorate it to provide a smooth and durable road.”

How Does It Work?

Hot-in-place recycling is a two-phase process that heats the pavement to traditional asphalt temperatures. Here’s a breakdown of how it works:

  1. Heating: The existing pavement is heated evenly.
  2. Tilling: The softened asphalt is tilled to loosen the material.
  3. Rejuvenation: A rejuvenating agent is added to enhance the asphalt’s longevity.
  4. Reconstruction: The prepared material is laid back down, creating a brand-new road surface without the need for extensive excavation.

  • $1.50 per square yard for fine grading
  • $8 to $10 per square yard for new base material

“Just from these estimates, we’re seeing savings of 50-60%,” Spellman explains. For residents like Rick Pique, this is music to their ears: “Saving money while improving our roads is what it’s all about.”

John Danello from Gallagher Asphalt emphasizes the efficiency of the operation: “There’s no need for an army of trucks blocking driveways. We utilize two flaggers, and once we’re finished, the road is immediately drivable.”

Eric Rakers, the City Engineer from De Pere, expressed intrigue at the demonstration: “It shows promising opportunities for cost savings and material reuse. We’re definitely eager to explore this further.”
